MINUTES FOR MEETING HELD ON TUESDAY 2ND MAY 2017 AT 19:45 IN ULLENHALL VILLAGE HALL

PRESENT :

APOLOGIES : None

 

ELECTION OF CHAIRMAN :

Unanimous vote for Cllr John Clayton to be Chairman of the Parish Council.

Unanimous vote for Cllr Joan Bucknall to be Vice Chairman of the Parish Council.

Cllr Bates agreed to be responsible for Countryside Rights of Way and Highways & Pavements.

Cllr Fitzgerald agreed to be responsible for Committees & Meetings.

 

NEW COUNCILLORS :

Mr. Derek Jones and Mr. Roger Putnam were both signed up as new Parish Councillors.

Cllr Putnam subsequently agreed to be responsible for Electricity & Water.

 

CONFLICT of INTEREST : None

 

OPEN FORUM : None

 

COUNTY & DISTRICT COUNCILLOR COMMENTS :

 

Warwickshire County Councillor – Cllr Mike Perry :-

 

Advised that speed camera on the Henley/Redditch road is active. Council pointed out that the markings on the wrong side of the road and that the camera is pointed in the opposite direction. Cllr Perry will ensure that Cllr John Horner is made aware of this (assuming that following the elections on 4th May, Cllr Horner is elected !)

 

Confirmed that this was his last meeting as County Councillor : thanked UPC & villagers of Ullenhall for their support. Cllr Clayton acknowledged the hard work carried out by Cllr Perry.

 

Stratford upon Avon District Councillor – Cllr Stephen Thirlwell :-

 

Advised council that he has been busy with postal votes etc. for County Councillors.

Has also been involved with the delegation from China.

Cllr Thirlwell will speak to the relevant department regarding the transfer to UPC of control of the piece of land in Church Hill. Clerk to send letter to Cllr Thirlwell to confirm request.

 

PLANNING :

 

Planning Applications

 

  • 17/00919/FUL The Barn, Henley Road, Ullenhall B95 5NW

Vote taken – no objections raised. Clerk will reply accordingly to Planning Department

 

  • 17/01014/FUL Arden Fields Equestrian, Indoor Ménage, Umberslade Stables, Blunts Green, Henley in Arden

Vote taken – no objections raised. Clerk will reply accordingly to Planning Department

 

Next Planning meeting, if required, Tuesday 16th May 2017, 7pm, in the Committee room.

Clerk will advise Councillors if meeting is required.

 

ITEMS :

 

CHARITY FIELD :

 

Clerk confirmed that St. Clements intend to start removal of hard court area & lighting and return to grassed area works on Monday 5th June 2017 and anticipate works taking one week.

 

Cllr Clayton confirmed that Western Power Distribution will carry out the electrical disconnection works on 9th May 2017.

 

Cllr Clayton will get quotes for signage following a suggestion that a sign be erected stating that the Charity Field is administered by Ullenhall Parish Council on behalf of the village.

 

MATTERS ARISING :

 

Reminder to all present of Parish Assembly Meeting – Wednesday 3rd May 2017.

Speaker confirmed as Stephen Hartland, Chairman of the Victorian Society.

Refreshments (food & drink) have been arranged by Cllr Bucknall and Cllr Clayton.

Bouquet & gift card for previous clerk, Mrs. P. Hughes, also sourced by Cllr Clayton.

Agreement made that councillors & clerk would be at Village Hall for approx. 6.45pm in order to set up chairs, tables, food etc.

 

OUTSTANDING ISSUES :

 

  1. W.C.C. Highways

Concerns have been raised over the potential flood risk caused by the obstruction of the stream along Watery Lane. The resident has agreed to lower the feature to allow a better flow of water.

Warwickshire County Councillor to continue to follow this up.

 

 

  • The finish of the gabions along Watery Lane has raised concerns and W.C.C. highways contractors are to return to re-do some of the work.

  • Yew Tree Farm/Park House

 

Old entrance to the highway has been reopened as a temporary measure. Need to ensure it is closed when the works have been completed.

 

CORRESPONDENCE :   

 

Cllr Morris previously raised the issue of insurance cover for go kart racing at the Church Fete planned by Mr. Malcolm Aldridge.

Clerk received an email from Mr. Aldridge advising that company who supplied the go karts were fully booked and therefore would not be attending the Church Fete.

 

Henley to Mappleborough Green Road : It was agreed at the April council meeting that if any residents wish to raise any issues, they should send an email marked “Arden Community Forum” to stratford@warwickshire.gov.uk. This would enable a topic to be raised for a vote at a Community Forum meeting.

Clerk had attempted to contact Lizzy Price at WCC but no reply received. Advised by Cllr Perry that Lizzy Price no longer worked at WCC ! Advised that Jenny Murray or Amanda Wolsten-Patterson were now the relevant contacts.

 

BANK ACCOUNTS :

 

As of 27th April 2017, total held = £28,800.13 :

    Treasurers Account     = £  1,057.78

    Savings Account     = £27,742.35

 

Paper work from Lloyds Bank to allow Clerk to do online banking etc. signed by Cllrs Bucknall & Morris.

 

PRECEPT PAYMENTS AGREED :

 

£182.64 – renewal of annual WALC membership.

 

£86.50 – reimbursement to clerk

£45.00 – One day course held on 27th April 2017.

£14.17 – envelopes & stamps.)

£10.00 – travel allowance (April).

£17.33 – use of home as office allowance (£4 per week x 52 weeks divided by 12 months)

 

£303.29 – E-on : street light electricity usage

 

£36.00 – Ullenhall Village Hall : hire of hall Jan – Feb 2017

 

£239.50 – reimbursement to Cllr Clayton for bouquet, gift card & drinks for Assembly

 

£120.00 – Hughes Contract Services ref grass cutting.
